Dr. Lotay Tshering

Dr. Lotay Tshering is the first Governor of the Gelephu Mindfulness City (GMC). A trained surgeon and former Prime Minister of Bhutan (2018–2023), he has always been a strong supporter of healthcare reforms and sustainable development.

Dr. Lotay joined politics in 2013 by becoming a member of the Druk Nyamrup Tshogpa (DNT), leaving behind his successful medical career. With many personal and financial sacrifices, he rose to become one of the most respected leaders in Bhutan. He led DNT as the President during the 2018 and 2023 elections and served as the Prime Minister of Bhutan’s third democratically elected government.

In his current role as Governor of GMC, Dr. Lotay oversees policies, infrastructure development, and coordination among different partners. He ensures that the city grows in line with Bhutanese values, meaningful innovation, and His Majesty’s vision of a peaceful, inclusive, and sustainable future.

Known for his humility and deep commitment to Tsa-Wa-Sum—the King, country, and people—Dr. Lotay’s journey from a doctor to a national leader continues to inspire Bhutanese across generations.
