Namgay Tshering is a seasoned public leader with over two decades of experience spanning governance, public finance, health, and international development.
As Bhutan’s Minister of Finance (2018–2023), he led a series of transformative fiscal policy reforms; modernizing the tax system, digitizing government transactions, strengthening public financial management, and driving corporate governance reforms for state-owned enterprises. He played a key role in integrating climate finance into national planning and advancing innovation-led, inclusive economic policies.
Internationally, he served as Chair of the Small States Forum under the World Bank Group (2021–2023), Vice-Chair of the Board of Governors of the World Bank Group, and Governor to both the World Bank and the Asian Development Bank (ADB).
He also chaired the ADB’s remuneration fixation committee, contributing to institutional policy decisions at the highest level. With a solid foundation in public health and previous experience with the World Health Organization, Namgay brings a unique cross-sectoral perspective to global development, consistently advocating for sustainability, equity, and resilient economies.
